The DM can choose to enable to disable sharing of the compendium content of specific sources; this does not change what content is available ... DnD Beyond certainly has its pros, but it also has a lot of issues. I am fine using it for my character in a west-marches game to keep an up-to-date sheet everyone can see, but I am only using it because I am part of a content-sharing campaign and thus don't have to buy the books myself.
