If you activate bladed dive before surge goes off, both will activate in the same tick. The downside is that in order to trigger bladed dive without surge, you have to hold down the shift key for at least a tick, maybe two before pressing A. Click surge and later bd. The gap between clicks should be small, 0.1sec or so.
