I still like using Relighting Skyrim best. Vanilla lighting is actually quite balanced and RS just helps correct some things and give it a bit more oomph. Most of the community swears by Relighting Skyrim + ELE Lite. I found ELE too dark, but haven't seen any replacement, sadly. I also found ELE too dark and recently switched to ELFX + Enhancer with LOS2. Requires more compatibility patches but I can actually see in interiors now. you can boost interior lighting via ENB.

It's the best one out there and not only does it make weather feel real and varied, it adds true HDR so that even in the dark, you won't miss details, unlike some mods which simply alter brightness and make night time silly and pitch black even though the stars and moons are out.
