Hex Totems are able to be permanently destroyed without a survivor perk even before the Hex's effects are active. A single Survivor does generators twice as fast as Call of Brine regression and can boost that massively with a Toolbox, further with Hyperfocus + Built to Last and still have two slots for Dead Hard and COH.

The way I see it is that Call of Brine has less regression but offers more consistent regression while Overcharge offers much better regression but isn't guaranteed to hit that point. Call of Brine: Only applies to one gen at a time. This makes it harder to just regress 3 different gens at once. It wouldn't really interfere with most gameplay really. Survivors can still tap the gen and what not. You just have to make a conscious choice on if you want one gen to regress more, or you want to regress this one faster.
