To get a dalaran hearthstone: - Take the portal to Aszuna in your factions major capital city. - Once there, fly up to Dalaran (hopefully you at least have flying). - Locate the innkeeper in Dalaran (Legion Dalaran) and the very last option is to create a Dalaran Hearthstone. Many good things came out of 10.1.5. But as good as it is that Dalaran hearthstone has been made a toy, the sad thing is that it now shares cooldown with all other characters.. So you can not go from char to char and use Dalaran Hearthstone anymore. This is a strange change.
