Actually it isn't a 25% nerf, but a 12.5% one (assuming self caring). The way COH worked is simple: it gave you the possibility of self heal (50% normal healing speed) and also gave every healing a 100% speed boost. The two combined gave you 0.5 * (1+100%) = 1 = 100% self healing speed.

Instead of nerfing it, make a perk equivalent to it for killers. Then everyone would be happy! No?
