Now, whether I use Xperl, or Quartz's enemy cast bar, it does not show with either of them. I am thinking that maybe it is not supported at this stage in the game, just as the target's HP is not visible either (it's just 100/100). I think even though you disable to elvui castbar there is still an option that says disable blizzard castbar which is ticked from default so you don't have two cast bars.
